Change of status

hi I am on H4 visa, I'll be applying for H1 Through some University, can anybody please help me with following information:
1. what will be the fees?
2. Processing time?
3. What are the Questions asked during visa interview?
4. I have provisional degree certificate for PhD will it be a problem?

What is this? As far as I know, you either you have a PhD or you don't.
