What is the name of your state? Florida

My friends mother let her green card expire in 2000. She has since been divorced from the father in October of 2003. She is not in the country as of now, and is trying to come back here. What is the best/easiest way? Can the son or daughter petition for her to come here or can she renew her expried green card? She has been living overseas for the past 10 years. Any help would be greatly appreciated.

Most likely she has lost her permanent resident status if she has been living abroad for so many years. One cannot live for such long periods of time abroad as a permanent resident and retain that status as it is not in keeping with the intent of a permanent resident who must intend to reside in the US permanently and have significant ties to the US.

If she wants to return, most likely she will not be able to do so until her green card is revoked and she applies for an appropriate nonimmigrant visa, if available to her, or she waits in the other country until her children (if they are US citizens) can petition for a new permanent resident status on her behalf and that status is approved for her at the appropriate US COnsulate abroad.
