Filing Before July 30th Issues

I have a question,I filed the I-130 ,I would be mailing it today. Would the petition will be rejected for the new fee if it don't make it to my service center before july 30th deadline or once its file before july 30th and mailed out it is fine?

Ok from the post office reciept the package is mailed on july 21,so if it reach after july 30 it would be fine right? Postal service is really slow in my area that's y.

As I mentioned, the postmark date is the driving thing here but I would suggest you mail it via FedEx or UPS and not the post office so you can track the package.
