Form N-400 US Naturalization

What is the name of your state (only U.S. law)? FL

I have 2 questions. I became a lawful resident in Feb 2004 and I need to know if I can file in Nov at 4.9 months for Citizenship.

Second, regarding US Naturalization Part 10, of N-400 - in question G regarding Selective Service Registration:

I am a 41 years old male, and at the age of 18, I came to the US as a foreign exchange student. At 21 I came back to the US also as a student, but I did not know I had to register with Selective Service.

I went back to school about 3 years ago and I had the same issue when applying for grants - the school requested for me to prove registration. I contact SS and they asked me to send a letter explaining why I didn't, including proof of my status back then. They replied and sent me a general letter acknowledging the reason (s) why I didn't register and that I should not be discriminated or denied for benefits.

The question is, do I check YES or NO on that section (question) but if I have to say YES, do I have to attach all the documentation I sent to the Selective Service plus the letter - albeit such is dated 2005?

Thank you in advance for your help. What is the name of your state (only U.S. law)?
