Got I-797 have visa questions

What is the name of your state? AZ

Hi
I am currently on OPT and my H-1B status change starts on 1st Jan I have to leave the country on the 7th Jan and I was thinking of getting the visa at the mexican consulate before i leave.

The question i have is can i get my visa now before the 1st Jan start date? and if i get rejected can i come back on my F-1 visa. I am currently working for the company on OPT.
