I am planning to start my own IT CONSULTING company but i want to know if i will be able to do the transfer of H1B visa to my company if i decide to hire someone who is working on H1B with some other company

please advice me in the right direction

Yes, but ONLY if your consulting company can show that it has financial ability to pay the prevailing wage to the prospective employee. Without that, a H-1B petition will not be approvable.
