H1B transfer while renewal

What is the name of your state (only U.S. law)? NY

I am under H1B until January 2009 (my 1st 3 year period visa)
My current employer just filled for renewal but I am thinking of working for another company and I am activaly interviewing.
I have read that H1B cannot be transferred while a renewal has been posted.
When will my renewal be granted? Will it be before January 2009 and will I be able to transfer my current H1B and the renewal in January 2009?
Do I have to wait until January to change employers?
