I came here on J1 VISA in 2007. In AUG, 2008 i applied for change of status to F1. My J1 expired as on OCT, 14 2008. I was subject to 2 HRR, but i have waiver certificate in hand. My change of status to F1 is denied due to nonpayment of SEVIS fee. I have already completed my first semester of MS here and want to continue my study.What are my options to be on F1 without going back to home country. Can i file motion on the denial decision? Will i be in legal status during pending motion period? I will let you know the reason of denial as and when i will get notice.
