permanent resident parent petitioning son
2/1994 I-130 was approved date became priority date. Assigned US Consulate/field office- El Paso
Nov. 2011 Mother became US Citizen sent copy of certificate to NVC
Jan 13, 2012 response from NVC stating petition is now due for further processing (but visa bulletin shows 1993 for F1/Mexico) and that we should be receiving a package soon. In this letter they change the Assigned US Consulate/field office to Juarez Mexico.

Question 1. Why did they change the US Consulate/field office
Question 2. Why do they say the petition is up for further processing if priority date is not yet current?
Question 3. Should we have requested process inside US when mailing in citizenship certificate.

Just because the USCIS is requesting documentation and payments does not mean that the interview is going to be scheduled right away but it may mean that they believe it will be coming up on the priority date soon. Secondly, El Paso is obviously in the US and if this is going to be a consular processing case, then a Consulate outside the US has to be designated. If you did not designate on on the petition or it was incorrectly designated, the USCIS has corrected it. Finally, as far as where the process should take place, you need to provide more information as to where the beneficiary is currently residing, what his/her status is, how he/she entered the US, if he/she is in the US, what is his/her age.
