non-resident female minor turning 18

What is the name of your state? What is the name of your state? Texas
Background: I am a US born citizen, and my wife has permanent residence and is in the process of naturalization.
Problem: Her sister's daughter, my niece, is turning 18 soon, and has been living in the US since she was four, mostly with us. She's legally here in that she's been approved for temporary protected status for a couple of years, but wants to stay here permanently (natch). Out of ignorance I missed the opportunity to adopt her for naturalization purposes before she was 15 and now we're hearing rumors of INS not renewing the temporary protected status for some people, so we're nervous at what might happen when it comes time to renew it for her after she's become an adult.
Question: Other than marrying a U.S. Citizen, what are her options?

Check the internet website uscis.gov and see if you and your wife can petition her. Pay close attention to the age limit. I don't remember if it is 18 or 21 as long as she is unmarried.
