Which petition to file?

What is the name of your state? PA

I have a colleague in TEXAS who needs help on which type of petition to file to obtain PR or US citizen status.

His mother came here from Mexico when he was 6 years old, and never filed any paperwork for herself or her children. He went through school, with no problem, although I am not sure how that happened. Now that he is 23 years old, he needs to establish residency for himself, as he is not able to obtain a real job because he has no social security number. As an adult, what must he do at this point, since he is in the US and this is the only home he knows?

Under the current US immigration laws, he cannot do anything to legalize his status since he entered the US illegally. I realize that it was not his choice but his mother's but his mother's choice is costing him his ability to become a permanent resident within the US.
