What is the name of your state? Georgia

I am tryng to fully understand the liability involved with being a joint sponsor. I have a good friend from Vietnam that is trying to bring his siblings and their families to Georgia, total of 12 people. If I am understanding the Affidavit of Support correctly, it seems that I would be legally responsible for these 12 people for quite some time, and if they needed to receive any Federal or State means-tested public benefits, that I would be responsible for repaying the government? My friend is a hard working responsible person and I imagine that his family is the same way, but if jobs are not available for them or they are unable to become U.S. citizens, then what? Since he, as the petitoner, does not meet the income requirements, it seems like I would be legally liable. I would really like to help but want to fully understand the liability involved. I would be most appreciative of any advice.
