Stay In The US While Converting to H1?

My Fiancé will be completing her PhD program at a foreign institute at the end of this year. She accepted an offer at a US academic institute and plan to start in March 2008. The academic institute will sponsor her for a H1. Is it possible for her to travel to the US on her B1 / B2 after completing her degree and remain in the US during the processing of the work visa? Can she obtain the H1 stamp in the US? We do not want to be apart for any length of time during the visa processing. Any advice will be appreciated.

She may be prevented from entering the US on a B visa if the H-1B is pending because she may be presumed to have the intent to work and might be told to wait abroad until the H-1B is approved so she can enter on the H-1B.
