A Swiss citizen can enter the U.S. an unlimited number of times under the Visa Waiver program so long as the person does not violate any terms of the program, including overstaying the authorized period of stay on the I-90, working in the U.S. or entering with the intent to immigrate (which includes entering with intent to MARRY).

To NY's post, I'd add, a Swiss citizen is using the Visa Waiver Program by using "a passport". They may appear at a US border as many times as they like, but any admission is up to the agent on the border. If she feels someone is spending too much time in the US or does not have a home outside the US that they intend to return to or any other of a number of criteria that make them inadmissible, they don't have to let them in.
The Swiss citizen has no RIGHT to enter the US. Ever.

Again, you're asking a dangerous set of questions.
