U visa

What is the name of your state (only U.S. law)? New jersey
A victim was assualted and police has given a report confirming the assault and stated that the victim had bruised and blood was coming out. The victim then refused for a ems and the police did catch the assaulter but the victim refused to press any charges on the assaulter in good faith .is the victim still eligible for a U visa

This doesn't sound like it qualifies for the U visa in the least. The U visa is to allow people to be admitted to assist with certain criminal prosecutions.

In this case:

1. Simple assault is not a qualifying offense for this visa.
2. There appears to be no substantial physical or mental abuse involved here.
3. The victim is not apparently going to be helpful to the prosecution.

Note that even if you can get certified, there's something like a 6 1/2 year backlog on these right now.
