Visas and Illegals

What is the name of your state (only U.S. law)? Massachusetts

Has anyone ever heard of INS issuing a 3-6 month visa to an illegal after they came into the country? A friend of mine, who is illegal, said he entered the country illegally, was shortly found by INS and they took his fingerprints and then gave him some piece of paper that said he could stay in the US for 3 (or 6, I can't remember) months, after which time he would have to go to court. There is a language barrier between us that prevents me from understanding more, but based on the knowledge of anyone here, what could this "piece of paper" have been? My friend entered the US around 2003-2004, if that helps. Thanks!
