What is the name of your state?California


One of my aunts who is a u.s citizen recently filed a form where another one of her relatives can be eligible for becoming a california resident when an x amount of years have gone by, and now that those years have gone by this relative does not want to cooperate in doing her part in continuing with the process because of family issues.

So heres my question can another relative who is a u.s citizen take over the process without affecting anything, such as having to wait again for becoming eligible for residency.
