What is the name of your state (only U.S. law)? UT
I walked into a spa to get a massage. After the woman started my massage, she asked me if I wanted fun, a hand job, blow job etc. I told her, no! And left. I was so angry! Do I report that? Is it illegal?

Well, I guess you know what massage parlor not to frequent in the future.

Yes, soliciting is illegal. If you wish you can call the police and report the incident.
