What is the name of your state (only U.S. law)? All 50

Are there any laws, federal or state (any of the 50 states), that would make it illegal for a company to base (in part) the bonuses paid to their employees on the number (or %) of minorities/women hired and promoted in a calendar year?

Wondering if this could become the basis of a reverse discrimination lawsuit.
