From the EEOC's website:

The law forbids discrimination when it comes to any aspect of employment, including hiring, firing, pay, job assignments, promotions, layoff, training, fringe benefits, and any other term or condition of employment.

Harassment can include, for example, offensive remarks about a person's disability. Although the law doesn't prohibit simple teasing, offhand comments, or isolated incidents that aren't very serious, harassment is illegal when it is so frequent or severe that it creates a hostile or offensive work environment or when it results in an adverse employment decision (such as the victim being fired or demoted).


None of these apply to OP's situation. Yes, it was insulting and rude, but not illegal at this point.

I side with cbg here.

One, is the person mentally challenged? If not, how is this, then, different from calling someone a moron, idiot or nutjob?

Unprofessional in the extreme, but if the person ISN'T challenged, then it isn't actionable.

Two, is this an isolated incident? Does this manager call other people this name? How about the OP?

I don't like the word "retard" unless we are talking about slowing the movement of an object in terms of velocity.

However, that does NOT automatically make any word that makes the OP unhappy legally actionable.

God, people... grow up a little. No wonder the courts are full.

I am not exactly sure because i don't know much about law.Do what you feel is right,I personally feel that you must consult to a lawyer.
