What is the name of your state (only U.S. law)? Northern Virginia

What court should be used to file a discrimination lawsuit from the vicinity of Northern Virginia/Prince William County?

Discrimination by whom against whom based on what? A claim of $25,000 or less against some local entity probably could be brought in the Prince William County General District Court. Other claims in the Prince William County Circuit Court.

If there is some federal aspect to this (a violation of federal law or a case where there is some diversity of jurisdiction or you're suing the government), then you'd bring that in an appropriate Federal Court, most likely for you the Federal District Court Eastern District of Virginia over in Alexandria.

Other than the GDC, which is rather informal, you pretty much need an attorney to play in these courts. Given your apparent ignorance of the law in general, your probably should consult a lawyer before doing anything.

Before you can even think about which courthouse you're going to, you need a right-to-sue letter from the EEOC. Do you have a right-to-sue letter from the EEOC?
