I currently work for an Metro Government and was injuried while attending on the job training. I have been demoted due to this injury. Is the action of demotion legal? Surgery has been required and I have signed no forms of any type.

That depends on the reason why. If your employer is a nasty SOB who said to himself, "Miwarren's been injured, let's give him a really hard time and demote him", that's probably illegal. If the demotion is because you are no longer able to perform the job you were in, it's probably legal.
