Is it legal to ASK during an employment pre-screening interview if a candidate is a United States Citizen?

For the most part, no. There can be exceptions when the position requires US citizenship as part of the bona fide occupational qualifications; for example, jobs with a security clearance.

It IS legal to ask whether or not the applicant is authorized to work within the United States.
