Is it illegal?

Is it illegal to distribute copies with a picture of someone who was never charged with harrasment?

Are you asking if it's legal to distribute pictures of an individual, identifying them as someone who harassed you? No, it's not against the law per se but that strikes me as a singularly excellent way to get sued for slander and defamation.

"this is a black balling issue to prevent a person from getting a job in the future."
And if you do that, you are practically making THEIR case of damages against you.

The risks and downside of your taking such actions as 'publishing' someone as a 'harraser' are simply not worth it. Grow up, forget about 'revenge' and get on with our life.

There are at least 17 lawsuits (!!) filed in various courts, including the US Supreme Court, asking if Obama is a natural born citizen (as req'd by Art II, Sec 1 of the US Constitution).

Why has he spent over $1.7M in legal fees to block disclosure... rather than spend $12 for a VALID birth cert to settle the matter? The 'certificate' he has presented doesn't qualify to get a drivers license, wouldn't allow a child to qualify for Little League, or for a real citizen to get a US passport!

In that case, you can add tortious interference to the list of things for which you can be sued. Your plan has a few flaws in it and I suggest you abandon all thoughts along this line.
