What is the name of your state (only U.S. law)? Indiana
Employee was absent Monday & Tuesday due to sickness. Employee is required to call-in 30 min before start of shift, she did not do this, she called in later both days. Company has issued 2 disciplines, First discipline was a "Consultation" for Monday. Second discipline was "1st Written Warning" for Tuesday. Employee returns to work on Wednesday and receives both. Can they do issue a "1st Written Warning" if employee was not there to receive consultation?

Is this a union employer? If so, then you need to be directing your questions, or rather, the person who was subjected to this discipline needs to be directing your questions to the union representative. If it is a non-union employer, in your at will state, then yes, of course they can do this, there's nothing that would stop them. And they can terminate the employee on Wednesday, and do not need to provide you with a copy of their plant guidelines, or anything else.
