re-applying for positions

Our company recently terminated some of our job titles, and we were asked to re-apply for newly titled positions. The job descriptions remained the same.

On our network drive, we were given the new job titles, as well as a pay grade(it was at least a couple of dollars more)to re-apply. We all re-applied of course under the assumption it was for these particular jobs with the new pay grades. No more than a week or two later, those paygrades were removed and the job descriptions either remained with new paygrades, or the descriptions were gone.

Needless to say, most of us in the departments did not see any pay increase as promised when we re-applied. It was told to us that this was posted in error and the correct jobs were re-posted. Those employee's who did get a raise, it was
not more than .50-$1.00.

Can our employer be held liable for the orignal jobs and pay grades that were posted to us for us to apply for.
