I have heard that you cannot be repremanded for being up to 7 minutes late. Is this true?

Nope, not at all.

Many employees confuse "rounding off" practices for payroll purposes with some sort of grace period for being late to work. If you're supposed to start work at 7am, then you need to be at your desk or work station by 7am. Period.
