He went ballistic over the missing file, but that still does not give him the right to verbally abuse me, which is what he did, by screaming and cursing at me. Are you sure there isn't a law against that?

There are no employment laws that make it illegal for the boss to start screaming and act like an out-of-control idiot over a missing file. I very seriously doubt there are any criminal charges or civil sanctions that can be pursued for a one-time incident like this. It's not against the law to be a jerk.
