Whe constitutes legally PII?

I work for the federal government. Recently my employer mandated that we provide our initials, time, date, and duty stationcity without so much as a request for such information during the course of our jobs. We have no direct communication or contact with these individuals and considering the recent breaches in the OPM of late if this could constitute a violation of personally identifying information or PII?
