Can my 17 year old high school graduate "rebellious" daughter move out a month before her 18th birthday if she is registered in college and the parents not be responsible for her actions.

If you give her permission to move out, she can move out.

If you do not give her permission to move out, she cannot move out.

You are legally responsible for her until she is 18 either way.
