16 yr old granddaughter was at a party last night. Unknown person called the law saying minors at the party were drinking. Law gave all the minors (8 or 9) breathalyzer test. None of the parents of these minors were called for consent. Is it legal to give a minor in Ky a breathalyzer without parental consent?

Since your granddaughter was apparently old enough to drink w/o parental consent (in her mind), why should she not be old enough to be held accountable for her actions without parental consent?
