Two minors, both 17 have consensual sex. Can the parents of the girl file rape charges against the boy? Please help.

No. There wasn't force, so there wasn't a rape. Statutory Rape would not apply in your situation.

Sexual assault for anyone to intentionally or knowingly penetrate a person under age 17, other than his spouse. The actor has an affirmative defense if he is not more than three years older than the victim, who is at least age 14

No. There wasn't force, so there wasn't a rape. Statutory Rape would not apply in your situation.
not to mention the age of consent in texas is 17. the only thing mom can do is get a restraining order on the boy to keep him away from her daughter, but she cannot press any type of rape or sexual assault charges on him
