If a minor of age 16 is living in a household in which the father is emotionally and physically abusive, is there any way for her to become emancipated or legally leave the household without the parent's consent?

If she is being physically abused she needs to talk to her school guidance counselor or other mandated reporter and CSB. They will legally remove her from the house. Other than that, if she leaves, she can be reported as a runaway and forced to return OR treated as unruly and end up in juvenile detention.

No. There isn't. A 16 year old (in Texas) cannot be emancipated unless she is ALREADY living outside the home, and no state permits a 16 year old to leave without parental consent unless they are forcibly removed by the state.
