The mother of the girl refuses to get any medical insurance for the baby so my question would be
can a 16 year old girl who has a child of her own be emancipated so that her child may recieve medical assistance?even though she still lives with her mother

However, even without a statute or other formal procedures, youths may try to file an emancipation petition if they feel they can demonstrate they are self-supporting and living independently of their parents.

The friend that you are asking about must not be self-supporting if they have to rely on the government for health insurance.

The girl does not have to be emacipated for the baby to receive medical assistance.
