Standard answer on emancipation: get a full time job and support yourself 100%; that will help you prove emancipation.

Okay few questions.

You said your cousin is ward of the state, but she ran away from home. Was she living with her parents? Or older cousin? Or is she with her older cousin now?

Now if she is ward of the state, whom ever has her needs to call them and tell them where she is. Otherwise they might get into trouble for harboing a runaway, whether it's family ir now. Now as far as emancipation goes.

Your cousin, must be 16 years of age
Must support herself 100%
Needs a full time job
pay for apartment rent on her own
pay for food, clothes and everything else
pay for medical and car inusrance
whom ever has custody of her, she will need their concent
must provide the court with a good reason as to why they should grant her this
If she is unable to do any of these things, she will be returned to her guardain
