What is the name of your state? Louisiana

Two 16 yr old boys agree to fight at a particular location and time. One gets hurt(broken collar bone). Can the other be charged or held responsible since they both agreed to fight?

This is partly true. Grown men, believe it or not, may consent to fight with minimal consequences. 16 year olds, on the other hand, are not legally able to consent.

EDIT: generally. LA laws are, well, weird.
EDIT AGAIN: I meant that adults may fight with mutual consent and risk a violation.
