What is the name of your state? Washington

My 17 year old daughter who resides with her father was pulled over driving her dad's car without his permission. They impounded his car and took her home. She received a notice of arraigment from the district courthouse.
How does this affect her as a minor? I'm wondering if it should have been referred to Juvenile court?
