What is the name of your state? South Carolina

It is my understanding a juvenile must be at least 16 years of age to withdraw from school. Is there a law in place that a state must provide a juvenile an education (public)? I know they are required to attend if they are under the legal age to quit...and can be charged with truency (sp) if they do not attend. Please advise if there is a law in place requiring the state to provide access to an education.
