What is the name of your state? New York We live in a small Village of 500 people with local police. There are gangs of juveniles roaming the streets swearing [yelling] and trepassing. The local police say they cant arest them for any vilaltions because there under 16 is this true or are the police lazy? Thanks

3 cops in a 500 person town!! Wow! Your cops must get paid next to nothing! Or, your town is extremely well off!

In any event, he is probably right. 'Vioations' are the lowest level of offense in NY and these are citable offenses. Yelling and swearing are not generally criminal activities, and trespassing usually requires a refusal to leave property when asked. So, if they are wandering about being general nuisances, this might be an issue for the village council to deal with by way of curfew ordinances or some such thing.

I can virtually guarantee that there is SOME way to put pressure on the youths if the police were creative enough. But, they have to walk a careful line between enforcing the law and exceeding it.

If this is a big enough issue, the council can address it.

And just how many kids can be running around in a village of 500 people?
