It can be in some states. Adults should not be kissing legal children. If you pick a state we can be more definitive.

I stand by my answer. I also agree however that sexual kissing should NOT happen between adults and children.

If the adult is 20 and the child is...14 that COULD be considered illegal. And, of course, I am referring to sexual kissing. Chaste kisses on the cheek/lips wouldn't be illegal.
