Ohio recognizes emancipation for a minor in only two circumstances, both of which require parental permission (and in some parts of Ohio, permission from the court):

1.) If the minor is legally married
2.) If the minor is a member of the active armed forces.

If the marriage and/or the service ends before the minor's 18th birthday, the emancipation is automatically revoked and custody reverts to the parent.

So no, there is no way she can move out without her father's permission.
