A friend of mine had her 17 yo daughter tell her off and said she was moving out and left the house. What is she liable for? What exactly is the legal age in MO.? Or is there a low cost resource in MO that she can contact for additional assistance?

Presumably, by 'she' you mean the parent, right??
If so, then she is still liable for the negligent conduct, etc. of her daughter... just as normal.

What exactly is the legal age in MO.?
Legal age of what?? Sex?? 16.
Of majority? 18.

Or is there a low cost resource in MO that she can contact for additional assistance?
Yep. A special government agency is available... called "Law Enforcement".
