In the state of Tennessee can a child drop out of school before their 18 if their parents sign them out?

Nope, Tennessee has enacted legislation changing the mandatory school requirement age from 16 to 18. In addition, the privilege of having a driver's license is also now attached to your staying in school. So be cool  stay in school.

Recognize the fact that you need to remain in school for further instruction in grammar. It's "they're" (contraction) not "their" (plural possesive pronoun). As you are asking about a singular person, "they" in any form is improper. :)
