What is the name of your state (only U.S. law)? Arizona

If a guy was say 20, and a girl was say 16, and they had lewd and explicit messages sent over the internet but without any nude pictures, would it still be considered illegal? Is it probable that it would be tracked and arrests would be made? I've heard that it is, but this just seems unlikely because of how much it seems to go on in teen chat rooms etc.

Yes, it would still be considered illegal. And it is possible if not probable that the messages will be tracked and arrests will be made.

There were recent arrests of several adult individuals who were corresponding with children in a chat room. They had been monitored for some time. The future of these adult individuals is not promising.
