can parents still press charges for an 19 year old boy and a 17 year old girl if the girl is now 18 and the boy is 20?
or is the choice up to the girl now?

Anyone can report the crime. It is the state (through the DA) that "presses" charges.

The statute of limitations for unlawful intercourse in this instance would be one year.
