What is the name of your state? ohio Ive been told that a teenager aged 17 can be legally responsible for himself. Is this true and what proceedures or requirements are necessary?

Wouldn't be worth it. You probably wouldn't get a court case until your 18, it's a long process and it wont happen right away.

But the answer to your question,
You must be able to support yourself 100%, meanimg no one can help you
Full time job
pay for food, clothes, car, medical, school and anything else you'll need
pay for rent of apartment on your own
must be in your best interest
need concent from both parents
