Three time runaway

My family has been raising my cousin for 12 years. There is no legal document, his mom dropped him off with just a note. He has now ranaway three times, two of them being for more than 72 hrs. When have reported him all three times.When he is broght back he just says he will do it again, and the only way he knows how to talk is if he is telling a lie, we no longer can believe a word that he says. We are tired to all of his stuff and his mother is nowhere to be found. Can we sign him over to the stae? And any clue how to do that? What other choices might we have?:confused::mad:

The adults who are responsible need to contact the child's father. They also need to report him as unruly and file a complaint against him.
