underage possession charges - is this a conviction if chargers were dropped?

My friend was charged with underage possession of alcohol on his college campus when he was 17. His says his charge was "dismissed" after he attended an alcohol safety action program and completed 50 hours of community service. We are wondering if this counts a "conviction." The reason being is that he is asked if he was convicted of any crimes on an employment application, and in this particular state (MI), an employer may only legally ask about convictions, not simply arrests/charges.

No it doesn't count as a conviction.
