State where incident occurs is So Carolina.

My Niece who is 16 now, 17 in a week has been in foster care in SC for 10 yrs. * months ago she ran away and had been living with me for 6 months, we have been trying to adopt her legally but in may 06 the state of SC had her picked up as a runaway. She has run away from another foster home and just wants to come home. She has been told that at the age of seventeen she can just leave and the state will not force her to stay in the system, that they will close out her case and she will be free. Does anyone know if this is the case or heard of this happening? Any information will be greatly appreciated. Thanks in advance.;)What is the name of your state?What is the name of your state?
