What is the name of your state? Illinois. ( Will County)
My daughter is a minor was arrested for shoplifting. No items were removed from store ie everything was recovered by the store. We've been to court charges were dropped and she was released to us and told by the judge to to keep her nose clean for three months. We paid fines & restitution of $175.00. Now the store (KOHLS) sent us a letter saying that we are civilly liable to the store in the amount of $200.00. What Gives ???

Kohls is allowed to charge those fees to recover their costs incurred in dealing with shoplifters. Hiring security, doing paperwork, time and expense to prosecute, etc. Those things all cost them.

Your daughter is the one that shoplifted, yet you say "we" paid fines and restitution. If you're not using that as a figure of speech and your daughter isn't being made to pay every penny of these costs incurred, I'd say yes, you are being taken advantage of. But not by Kohls.
